Many laptops have a physical shutter over the camera or a kill switch on the side, and the browser cannot see either: the stream opens normally and every frame arrives black. No. The video never leaves your browser: stills are drawn to a canvas inside the page, and recordings are made by the browser's own MediaRecorder. No frame, image or clip is uploaded, and no analytics on this site touches them.

The browser remembers that answer for the site and will not ask again. Click the lock or settings icon in the address bar, find the Camera entry and set it to Allow, then reload. In Chrome the same setting lives under Settings → Privacy and security → Site settings → Camera.
